Q: What is a homeowner's association?
A: It is a corporation registered with the State and managed by a duly elected Board of Directors. Its purpose is to maintain all common areas and to govern the community in accordance with the provision of the legal documents: Bylaws. The governing legal documents for the association may be viewed online within the Resource Center page of this site or here Association Bylaws . The corporation is financially supported by all members of the homeowners association.

Q: What are the Bylaws?
A: The Bylaws are the guidelines for the operation of the Valle Escondido Corporation. The Bylaws define the duties of the various offices of the Board of Directors, the terms of the Directors, the membership's voting rights, required meetings and notices of meetings, and the principal office of the Association, as well as other specific items that are necessary to run the Association as a business. Q: What is the Board of Directors?
A: The Homeowner's Association again is a corporation and therefore a governing body that is required to oversee its business. The Board of Directors is elected by the homeowners on a rotating basis each year at the 4th of July weekend meeting. The Board elects officers and then in turn conducts the operations of Valle Escondido through a series of functionally oriented committees. All of the major committees maintain a page or series of pages for informational purposes on this website.
Q: Are there any other rules?
A: Valle Escondido homeowners have developed Rules and Regulations over the years as provided for in the bylaws and adopted by the Board of Directors. Rules are established to provide direction to homeowners for common courtesies with regard to facility use, etc. In addition, Valle Escondido has adopt Architectural Guidelines with procedures for submitting requests to make exterior changes to your home. Such changes may include patio covers, decks, fencing, exterior color changes, additions, etc. These rules and guidelines are set up to maintain the aesthetic value and integrity of the community on behalf of all owners, and hopefully protect the market value of your investment as well. Violations of these rules may result in action by the Board of Directors, suspension of privledges, and a fine. In addition, if you proceed with an exterior improvement or change, without written approval of the Board of Directors, or Architectural Committee, as applicable, you will be required to remove or correct the alteration and/or be fined for the violation. Q: If I want to serve on a committee, how do I find out what committees are active and how I can get involved?
A: The Contact Us page and the Committee Contact Page of this website will inform you of the status of current committees organized and committee contact information. Q: What are my annual dues and assessments?
A:The dues are the annual payments required to run Valle Escondido on an ongoing basis. An assessment is levied periodic for extraordinary requirements. Guest Fees are an optional fee that allow a members overnight guests to use Valle Escondido facilities. Invoices and Statements will be sent for dues and assessments on a periodic basis. Current fees can be seen on the Home Page of this website.

Q: How is the amount of dues or assessment determined?
A:The Valle Escondido budget is established each year by the Board of Directors. This budget is set based on projected costs for operational expenses each year. The operating committees establish proposed budgets in the fall of each year based on their projected needs for the upcoming year. The Executive committee and the Board review these budgets based on historic records, stated need and the overall affordability of the compiled budget. In this assessment, the Board sets aside 10% of annual dues, any assessments, as well as all joining and transfer fees, and dedicates these funds for capital projects and not operational costs. The annual dues are determined based on this budgeting process and the revised budget is approved by the Board of Directors each year. The budget and budget status is reviewed at each Board meeting and all homeowner meetings. A five year plan is maintained for both operational and capital projects to provide longer term visibility into the Valle Escondido budgeting needs.

Q: Will my dues go up?
A:There is no concrete answer to this. The board attempts to manage the valley with limited dues increases. However, the Board of Directors may approve an increased budget, increasing your dues or establishing an assessment if required to cover increased costs of operating and maintaining the common area and to provide sufficient reserve funds.

Q: What happens if I don't pay my dues or assessment?
A:The maintenance costs incurred by the Association are dependent upon timely receipt of the dues and assessments due from each homeowner. Late payments will result in a late charge. In addition, the bylaws allows the Association to charge late charges and interest and proceed with a lien on your property for nonpayment of dues or assessments.
